I designed website for many years using Dreamweaver which is a html based website design package. Over the last couple of years I have switched to using WordPress website designs.
I have since found Elegant Themes and I love the new Divi templates and these designs are what I now based my websites on as they are so intuitive and interchangeable between the pages.
